Paraphrasing flawlessly

The author cites a source, but overlooks putting in quotation marks for the matter that is copied verbatim. So, even though the author attributes the basic ideas to the source, he/she is wrongly asserting the actual presentation of the matter. For example, if any of the prior example passages is not put in quotation marks in his/her own work, then it would mean paraphrasing flawlessly.
