Consistency is important, for both single actions and classes of actions, to reduce the user's memory load. The activation of an action should be the same at all valid points throughout the application. The naming of an action should also be consistent. In addition it is important to use a naming schema that is in line with the user's expectations. Use unambiguous action words as much as possible. It might also be desirable to keep activation consistent across applications; that is, some procedural activities should be standardized.
