Relevant considerations:

Use existing organizing principles if they are obtainable. Some standard organizing principles are: chronological, alphabetic, sequential, functional order, level importance, frequency of use, and physical proximity. Use the organizing principle that is most useful or appropriate at each instance, but for consistency, use the same organizing principle throughout the application. It may be desirable to combine organizing principles, to use one for groups of commands and another within the group.
